浅谈建国后工会指导思想的演变

[摘要] 新中国成立后,工人阶级成为国家政权,特别是城市工作最重要、最基本 的依靠力量,大大地增加了工会工作在国家政治生活和经济建设中的重要性。同时,随 着经济水平日益发展,工会工作的方针政策也发生着新的变革。在中国特色社会主义工 会发展道路上既有失败教训,也有成功经验,这是中国工会历史演变的总结。 关键词:工会改革, 指导思想 新中国成立以来,中国工会在维护广大职工权益、协调劳动关系、参与经济建设、 稳定社会秩序等方面起了十分重要的作用。为了适应新形势的需要,工会“组织起来, 切实维权” 的基本职责已经明确。 回顾和分析建国以来工会指导思想的演变, 依法析理, 以史为鉴,对于更好地认识中国工会性质和开展中国工会工作是十分必要的。 一、建国初期工会工作指导方针 新中国成立后,中国共产党和工会所处的历史背景、社会环境和条件等都发生了很 大变化。从工作的中心任务看,由过去的一切为了民主革命战争,一切服从、服务于革 命战争转移到了以经济建设为中心,一切为了社会生产发展和社会主义现代化建设;从 工作的重要性看,建国后工人阶级成了国家政权特别是城市工作最重要、最基本的依靠 力量,成了国家工业化建设的主力军。 1953年5月召开的中国工会第七次全国代表大会制定了建国后第一个工运指导方针 ; “在中国共产党领导下联系并教育工人群众不断提高工人群众的觉悟程度和组织程度 巩固工农联盟团结各阶层人民,积极完成国家建设计划,并在发展生产的基础上,逐步地 改善工人阶级和全体劳动人民的物质生活与文化生活。 为逐步实现国家的工业化与过渡 到社会主义社会而斗争。”“七大”方针,是建国以来贯彻实践最长的方针。其核心就 是以生产为中心,生产、教育、生活三位一体的思想。它提出了工会在新民主主义过渡 时期以及社会主义时期要完成的主要任务:第一,要求工会组织工人阶级群众并团结各 阶层人民,以生产为中心,积极完成国家建设计划,为逐步实现国家的工业化和过渡到社 会主义而斗争;第二要求工会联系并教育工人阶级群众不断提高他们的觉悟程度和组织 程度;第三要求工会在发展生产的基础上 ,逐步改善工人阶级和全体劳动人民的物质与

文化生活。其历史的局限性就是不能够反映出工会的特性、工会在社会主义国家政治体 系中的特殊地位和其代表并维护工人阶级利益的独有作用。 究其原因是由于建国初期确 立的政治体制是从革命战争年代的领导体制脱胎而来 ,存在着一元化领导、权力过分集 中等弊端。 1957年12月,中国工会“八大”召开,重申了“七大”提出的方针,但由于“八大” 召开的社会背景发生了重大的历史性变化,此时社会的主要矛盾、 工人阶级的根本任务、 所要解决的主要问题都发生了变化。 二、改革开放初期工会工作方针的变化 1978年召开工会“九大”,中国工会新的历史时期开始,工会组织开始拨乱反正工作 指导方针发生重大变化。邓小平代表中共中央在工会九大做致辞 ,工会至此方可光明正 大地提出其维护职工根本利益的职能.此次会议后,工会重新明确了维护职工合法权益 不再是经济主义、工团主义,提出了以经济建设为中心工会代表和维护职工民主权利和 切身利益的主张,以推进企业民主管理为重点坚持职工队伍建设和工会组织建设的发展 思路.建立健全职代会,抓住典型案例维护职工权益。 1983年3月14日,工会十大之前,中共中央书记处讨论了全总起草的《中国工会第 十次全国代表大会工作报告提纲》等文件,认为“工会组织的性质和任务应当是在党的 领导下,代表工人阶级利益、为工人阶级办事的组织。”因此,在工会十大制定的工作 方针突出了维护职工利益的职能。十大之后,工会工作重点放在:第一,参政议政。凡 改革中遇到与职工利益有关的问题工会都要参与。第二,建职工之家,旨在为职工提供 服务,解决问题。第三,在体制外企业建立工会试点,为适应社会主义市场经济体制做 局部尝试。 这个时期的政治氛围和社会环境比较宽松, 党的工作方针对工会工作提供了有力支 持。但由于改革开放,工会工作在转型初期的理论支持与实践经验尚有不足,而如何处 理并维护职工利益与改革开放大局的关系,突破参政议政、组建体制外工会时所遇到的 阻力,贯穿了改革开放期间工会转型的整个过程。 三、改革开放新时期工会改革设想及工作新思路 1988年10月召开的工会十一大,在我国经济体制改革和政治体制改革的发展背景 下,为更好地维护职工的具体利益,明确了“工会工作必须坚持以经济建设为中心,在 维护全国人民总体利益的同时,更好的代表和维护职工群众具体利益。”工会十一大特

别强调了工会的四项职能,即维护、建设、参与和教育的职能。全总就历史和现实问题 进行调查和研究,制定了《工会改革的基本设想》。而工会十一大则希望借助政治体制 改革的时机,着力解决长期困扰工会与党和行政的关系难题。但随着1989年政治体制改 革停止,工会的改革设想也就戛然而止。但从此时起,工会与党的关系不再是政治上和 理论上讨论的问题。1989年12月,中央发出《中共中央关于加强和改善党对工会、共青 团、妇联工作领导的通知》提出:各级党委树立全心全意依靠工人阶级的思想,重视、 支持工会工作,支持工会代表和维护群众的具体利益,维护人民整体利益,发挥工会民 主参与、民主监督的作用,发挥在思想政治教育中的作用,增强基层工会活力,加强工 会的干部队伍建设等要求,这是工会十一大以来党的基本指导思想。 工会十一大之后的工作重点主要集中在维护职工权益、 工会自身建设及改革以及尝 试在外企、非公企业组建工会。 1993年10月,在邓小平南巡,中国改革开放进入崭新时期,确立社会主义市场经济 总目标的背景下,工会十二大提出工会工作新思路:“以《中华人民共和国劳动法》为 契机和突破口,带动工会各项工作,推动工会自身改革和建设,把工会工作提高到一个 新水平,在改革发展中更好地发挥作用。” 在市场经济发展的大趋势下,劳动关系打破稳定长久的旧格局,政策的缺位加剧了 职工维护利益的迫切需要。1995年1月,《劳动法》实施后,面对用人单位侵犯劳动者 权益的事件,劳动者开始利用劳动法保护自身权益,劳动争议逐年增多。 1993年工会十三大后,“五突破、一加强”和“三个最大限度”的工作目标成为这 期间的工会工作重点。 四、中国特色社会主义发展道路的确立 进入21世纪之后,我国经济社会形势稳步发展,社会主义市场经济的确立,工会也 进入新老交替阶段,这要求工会工作思路及主要目标与时俱进,确立中国特色社会主义 工会发展道路。 2003年9月,工会十四大召开,工会是四届二次执委会提出工会工作新方针:组织 起来,切实维权。2005年,全总颁布的《关于加强协调劳动关系,切实维护职工合法权 益,推动构建社会主义和谐社会的决定》,提出了坚持维护职工合法权益的五项原则, 明确了维护职工合法权益的七项基本任务, 提出坚持和完善维护职工合法权益的六个机 制。这个时期工会制定政策方针的主要目标就是建立稳定协调的劳动关系,而工会维权
